As Superintendent, Carroll is responsible for overseeing the district's daily operations, implementing educational policies, managing budgets, and ensuring compliance with state and federal regulations. He plays a pivotal role in shaping the district's strategic direction and fostering a positive learning environment.

Under Superintendent Cody Carroll’s leadership, Holliday ISD has seen significant growth and development, particularly in facilities and community engagement. In 2023, the district passed a $40.8 million bond aimed at improving educational and athletic infrastructure, including the construction of a new baseball and softball complex, additional classrooms, expanded gymnasiums, and upgrades to the field house and auditorium. Carroll has also emphasized transparency and stakeholder involvement by organizing public informational meetings to ensure community members were well-informed about the bond proposals and had opportunities to provide feedback.

Before joining Holliday ISD, Carroll accumulated over 28 years of experience in education. He served as the superintendent for Krum ISD for eight years and Meadow ISD for five years . He holds a Bachelor's degree from Angelo State University and a Master's degree from Lubbock Christian University.


Assistant Superintendent Kim BooherKim Booher

In addition to her district administrative role as Assistant Superintendent, Mrs. Booher also oversees all special programs including Special Education, Section 504, and English Language Learners (ELL) to ensure compliance with federal regulations that allow for students with disabilities to receive appropriate accommodations and services and second language learners receive the appropriate learning strategies.

Her responsibilities encompass a broad range of educational leadership functions, including curriculum development, staff development, and fostering a positive school culture. She is also actively involved in Holliday ISD's Title IX compliance efforts, ensuring the district adheres to federal guidelines regarding non-discrimination and equal access to educational programs.

Before joining Holliday ISD, Kim Booher built a strong foundation in education and student services through various roles across Texas. A native of Henrietta, she earned a Bachelor of Education with a minor in Special Education, followed by a Master of Special Education and a Master of Educational Leadership. Her professional certifications include Superintendent, Principal, Educational Diagnostician, and teaching credentials in both Special Education and Elementary Education.
