District Financial Ratings (FIRST)


The Texas Education Agency rates the financial integrity of school districts through a system known as the Financial Integrity Rating System of Texas (FIRST). To view the Texas Education Agency's report related to a specific fiscal year, click on that year's rating.  The rating methodology has changed over time, as follows:

Fiscal years 2001-2002 through 2012-2013 - Four possible levels of achievement: Superior, Above Standard, Standard, or Substandard

Fiscal year 2013-2014 - Two possible ratings: Pass or Fail

Fiscal years 2014-2015 and after - Four possible ratings: A – Superior Achievement, B – Above Standard Achievement, C – Meets Standard Achievement, or F – Substandard Achievement
